However, if that is the case, then you should have seen the following message in your log: Unable to send request: This system's SSL library is too old to be able to access this website.
One thing that might explain your issue however is if you are trying to use Rufus from a Windows 7 platform where you haven't applied all the Microsoft system updates (and especially the one that allows the Windows internet libraries to connect to sites that use a recent version of SSL, as is the case for GitHub). Therefore I'm afraid that the issue is definitely on your side. The server is fully up and running (ever since we got DDoS'd all content is being served as static pages from GitHub, so, for the server to be down, then GitHub would have to be down.).
